This role is assigned to the Job Family of: Programme Managers. The
Irish Red Cross has 6 Job Families: Secretary General; Senior Manager;
Programme/Project Manager; Coordinator; Development & Admin;

REPORTING TO: Head of International & Migration
BACKGROUND INFORMATION
The Irish Red Cross Society (IRC) is part of the world’s largest

Migration is a priority focus for the Red Cross and Red Crescent
Movement internationally as well as for the IRC in Ireland. Ireland,
along with other countries, has experienced considerably more inward
migration in recent years from people in need of protection and, as a
result, is challenged to respond with appropriate supports for all
affected. The IRC has worked on migration for several years and is
considered a key actor in responding to the humanitarian needs of
refugees/ migrants seeking protection and a future in Ireland, with
programming in the areas of resettlement and responding to the Ukraine
crisis, among others.
SUMMARY OF ROLE
The M&E Coordinator is responsible for overseeing the monitoring and
evaluation function, across a number of projects, in the migration
department. They ensure M&E is undertaken to the highest technical
standard and that there is a strong analysis available and
contributing to a high quality programme. The role will contribute to
the ongoing development of the organisational M&E agenda.
ROLE RESPONSIBILITIES
_M&E FRAMEWORK DESIGN_
* Develop the overall framework for project M&E systems in
collaboration with programme and IT/Data colleagues, including
requirements identifying baseline data, data collection methods,
monitoring processes and evaluation approaches.
* Provide guidance on design of “SMART” objectives, logic
models, monitoring frameworks, and evaluation plans during annual
work-planning process
* Ensure that programmes can identify and collect accurate date to
contribute to a response programme management
* Work with partner organisations to guide and facilitate
application of an appropriate M&E framework
* Support design and development of new programme initiatives,
ensuring they contain strong M&E components
_SUPPORTING DATA COLLECTION_
* Support the IT and Data team to further develop monitoring systems
and efficient data collection
* Analyse data for accuracy, flag validation or quality issues, and
contribute to enhancing the system
* Support the IT and Data team in further developing tracking tools
against key indicators as needed
* Support programme progress reporting for weekly, monthly,
quarterly reports and highlight areas which are off track
_FACILITATING EVIDENCE BASED LEARNING_
* Ensure monitoring and data collection is contributing to an
evidence based learning environment
* Develop assessment tools for programme staff, partners and
government response
* Responsible for leading the developing a cohesive system of
learning.
* Conduct field visits for data validation and to monitor the
completeness of the data sets
* Facilitate learning processes for the team, creating awareness of
the data and building on positive examples
_ACCOUNTABILITY_
* Design and develop an accountability mechanism to ensure programme
clients / beneficiaries can engage with, provide feedback and/or make
complaints on their programme experience
* Ensure that programme clients / beneficiaries have a means to
access timely information on the programme and supports being provided
* Provide data and analysis on the overall programme to enable
accountability to management, donors and the public
* Support the development of programme reports for management,
donors and other stakeholders as relevant.
_COORDINATION_
* Communicate with internal stakeholders on M&E and relevant
cross-cutting issues
* Supervise an M&E officer and/or short-term research/data
collection staff if and when applicable
* Ensure that M&E reports and material are presented to the highest
standard for relevant stakeholders
_ORGANISATIONALLY_
* Ensure compliance with required internal and external policies and
procedures
* Work actively towards the achievement of the Irish Red Cross
goals.
* Abide by and uphold the Principles of the International Red Cross
Red Crescent Movement.
* Undertake any other reasonable work-related duties and
responsibilities assigned by the line manager that are consistent with
the nature of the job and level of responsibility.
ROLE REQUIREMENTS
ESSENTIAL CRITERIA
* Third level qualification in relevant fields preferably in
statistics, public health, international law or international
development
* Five years’ experience working with or monitoring work delivered
in refugee support and housing
* Knowledge of the major evaluation methodologies (qualitative,
quantitative, mixed method, purposeful sampling, etc) and data
collection and analysis methodologies
* Proven experience of preparing comprehensive M&E reports
* Strong interpersonal and communications skills with the ability to
interact in a professional capacity with a diverse range of management
and stakeholders.
* Ability to work under pressure and meet set deadlines.
* Ability to work efficiently as part of a team as well as
independently
* Ability to maintain strict compliance protecting confidential,
sensitive information and materials.
* Fluent levels of English, written and conversational.
DESIRABLE CRITERIA
* Knowledge of the work of the Irish Red Cross.
* Experience of working with volunteers.
* Ability to speak additional languages e.g. Ukrainian, Russian,
Arabic, Dari and Pashto, would be an advantage.
